I am directed by the Marquis of Salisbury to transmit to you herewith to be laid before Mr Secretary Chamberlain a copy of a despatch from Her Majesty's Chargé d'Affaires at Peking on the subject of the proposed legislation with regard to passenger traffic at Hongkong.
His Lordship will be glad to receive any observations which Mr Chamberlain may have to offer on this despatch.
